<br />crowded these courts are and we know that if <br />We are going to solve these water problems <br />we have got to set up a system which is not <br />only inexpensive but which will get the job <br />done. Now it is not only a question of an <br />advisory board going around and making deter- <br />minations, it is also a question of putting <br />them into our decreedal system and into our <br />judicial system. So we provided that the <br />Supreme Court will appoint a judge from within <br />a division. He might come from anyone of <br />these district courts. His duties will be so <br />arranged with his fellow judges that he will <br />devote his full time to water matters and if <br />one judge isn't enough to get the job done, <br />he may petition for additional judges. <br /> <br />I <br /> <br />Going back to this point that Mr. Sparks <br />raised in connection with a water board, we <br />considered that in this text. We feel that <br />three men couldn't do it either in any of <br />these areas. It is going to take a lot of <br />manpower to get this job done. In order to <br />do this, in connection with this water sec- <br />tion, we contemplate to get over the initial <br />phases of that, to maybe have a three man <br />board in this area and a three man board in <br />this one, and three here and three there. <br />They won't be boards. They will be employees <br />under contract with the state engineer who <br />will be well qualified. The reason we are <br />doing this rather than civil service, it's a <br />one shot deal as Mr. Sparks has said, and <br />we've got to take care of this heavy backlog <br />in the beginning. Then, of course, the divi- <br />sion engineer can go on from there. <br /> <br />It's going to take a good number of <br />people to do this and it's going to be expen- <br />sive. You can't find the individuals, I <br />don I t suppose, pick them out of a hat through <br />civil service so we are recommending that for <br />this first instance that We go on a contract <br />basis to hire people who will be on the job <br />until we get this job done.
