<br />( <br />-a43 <br /> <br />I <br /> <br />MR, CHILSON: "I had this thought--and it is just a <br />suggestion--that inasmuch as that is the <br />situation and we are trying to feel our <br />way here, might it not be possible for the <br />Board to do no more at this time than to <br />adopt just the necessary rules and regula- <br />tions so the Board could go ahead and <br />determine the boundaries of this particular <br />district--not try to go further with the <br />rules and regulations at this time. Let <br />this group elect their board of-directors <br />and make their suggestions as to the rules <br />and regulations they think might be helpful <br />to them and the Board can use this case as <br />an experiment." <br /> <br />JOHN BARNARD: '~hat is what I had in mind." <br /> <br />MR. CHILSON: "After you have obtained General Dunbar's <br />opinion on it, and if he agrees with our <br />thinking, the Board could set up a short <br />and simple procedure and then we could take <br />appropriate action establishing the boundaries <br />on this Squirrel Creek-Ellicott underground <br />water district and could go ahead from there." <br /> <br />JOHN BARNARD: "I think we are in full accord on that. The <br />first matter is procedural rules and <br />regulations." <br /> <br />MR.SHULENBURG:"Any action this Board can take to speed up <br />the forming of the underground water district <br />will be appreciated by the organization we <br />represent." <br /> <br />Mr. Barnard said that if Mr. Shulenburg had any sug- <br />gestions as to rules and regulations to contact him and <br />Mr. Shulenburg agreed. <br /> <br />I <br /> <br />Mr. Bailey suggested that at the next meeting of the <br />Board some rules and regulations be presented to the Board <br />for consideration. <br /> <br />After further discussion, it was decided that <br />Mr. Shulenburg would submit a proposed draft of such rules <br />and regulations to the Attorney General's office. <br />
