Situation with Regard to Studies on Parshall. Eagle
Divide. Battlement Mesa and Bostwick Projects

"We had a meeting about two months ago
in my office. Those attending were
Mr. Riter. Mr. Jerman. Mr. Mosley and
Mr. Phil Smith. The meeting was called
on account of the situation with regard
to availability of water in the river-
which is supposed to serve the Parshall
Project. After going over that. it
appeared. that the water wasn't available.
Is that a correct statement, Mr. Riter?"

"Before we could go ahead with the
Parshall Project, we would have to see
what Denver was going to do: (1) How
much water Denver would take out and
(2) How much will Denver enlarge Williams
Fork Reservoir? Mr. Mosley could not
give us any figures on that. He said
they were conducting studies on that
subject, If Denver decrees were fulfilled,
there would not be anything left for
development of the Parshall Project. We
should know what Denver is going to do
before making studies on Parshall."

"I would like to ask the Director who
was at this meeting."

"Riter, Jerman, myself, Mosley and
Phil Smith from the Bureau office in
Grand Junction."

"I was concerned about this. :The peop~e
on the Western Slope would like to be
represented on those meetings. It seems
~o me that they have quite a stake in
that water. They have been planning on
a project for irrigation for their local
area and I think they are--I know they
are--vifally interested in it. I think
it would be proper, in calling such a
meeting having to do with water of par-
ticular irrigation projects, that a
representative from the immediate area
should be called in on all meetings."
