<br />I <br /> <br />\1HEREAS, when the welfare of the state of <br />Colorado transcended the interests of a por- <br />tion of the state, John B. Barnard, Sr. was <br />willing to lend his substantial influence in <br />the fight for the rights of all of Colorado in <br />the struggles against sister states and for <br />appropriations for Colorado projects, and <br /> <br />WHEREAS, his foresightedness in assisting <br />in the organization and successful operation <br />of the Colorado Water Congress did much to <br />heal the wounds existing in Colorado as a <br />result of the water battles in which he had <br />participated so long, and <br /> <br />\~REAS, his opponents, his friends, and <br />the people of Colorado as a whole will miss <br />his counsel, his wisdom and his friendship, <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the <br />Colorado Water Conservation Board, in regular <br />meeting assembled, expresses its extreme regret <br />upon the death of John B. Barnard, Sr., and <br />directs that copies of this resolution be for- <br />warded to his widow and his sons, and spread <br />upon the official minutes of the Colorado Water <br />Conservation Board.' <br /> <br />I would like to have someone move the <br />adoption of this resolution by a rising vote." <br /> <br />MR. NELSON: <br /> <br />III second.u <br /> <br />Thereupon all members of the Colorado Water Conservation <br />Board arose in unison, unanimously approving the resolution. <br /> <br />I <br /> <br />MR. STAPLETON: <br /> <br />"The next item on the agenda is the report <br />of the Federal Agencies and we'll ask Mr. <br />Greer and Mr. Knights to report for Region 7. <br />Mr. Greer." <br /> <br />MR. GREER: <br /> <br />"Mr. Chairman, and members of the Board, <br />I'll report briefly on the five projects in <br />Region 7 in Colorado. <br />
