MR. STAPLETON:

selection are in reference to potential ser-
vice areas from the project. As you know,
the site selection which the Bureau presented
us with some years ago showed that the Narrows
site was considerably cheaper in cost than the
Weld County site. It think it was something
to the extent of $5 million cheaper in cost at
the Narrows site.

I

There was a delegation from Fort Morgan
which called on the Board staff a week or two
ago expressing again their interest in the
Narrows site. If you will recall, the original
opposition to the Narrows site came from the
Fort Morgan area so apparently there has been
a considerable ~hange of thought in the Fort
Morgan area and they, at least, appear to favor
the Narrows site. The economic feasibility of
the two sites also, without any question,
favors the Narrows site. The question is, how.
do we serve some of the areas above the Narrows
site and that is what the present hydrology
studies are trying to point out, whether or
not it would be possible by exchange to include
such areas as the Empire and Riverside Irriga-
tion companies."

"Any other questions? If not, I think
we'll note at this point that since our last
meeting in Durango the state has lost one of
its most distinguished water lawyers and a
great friend of each member of the Board.
We've asked Mr. Moses to prepare a resolution
and I would like to submit it for your con-
sideration now.

'WHEREAS, John B. Barnard, Sr. for many
years led the fight for the protection and
development of the waters of Western Colo-
rado, and

I

vlliEREAS, in leading this fight, as the
representative of water groups in Western
colorado, he battled unceasingly, fearlessly
and against great odds with signal success,
and
