<br />1 <br /> <br />1 <br /> <br />we will attempt to establish the criteria <br />for the releases of water under which the <br />studies will be made. It was pointed out, and <br />rightly so, that very possibly this problem <br />may result - that we want to come up with some <br />operating criteria at Green Mountain which may <br />solve the diurnal fluctuation problem, it may <br />solve only the seasonal fluctuation problem, <br />and I think it is entirely possible that a <br />change in operation at Green Mountain, to- <br />gether with some afterbay storage. That may <br />be the solution that we come up with. <br /> <br />We do want to, and I think we must, study <br />all the aspects of this. I don't think we <br />can study simply the protection of the down- <br />stream water users but that we must go into <br />the complete operation of the thing as it <br />effects the future of downstream development, <br />whatever it may be. To that end we will con- <br />tinue with this and continue the exploration <br />of this problem to come out with some kind of <br />an answer which will make the entire Col"orado <br />River downstream from Green Mountain whole, <br />both as to future uses and as to existing uses." <br /> <br />MR.
