<br />Department as to the likelihood of a success- <br />ful resolution of the dispute before that body'. <br />Having read that I think I'd like to put in my <br />oar as Mr. Moses' assistant to go over to that <br />vIorld Court. It looks like it's a good oppor- <br />tunity. <br /> <br />We'll now call for the Acting Director's <br />report. Mr. Kuiper." <br /> <br />1 <br /> <br />MR. KUIPER: <br /> <br />"There are two items under the heading <br />of 'Old Business' that I would like to report <br />on and then we have some new business that I <br />think should be taken up today. <br /> <br />The first item is in connection with the <br />Wilderness Bill. As you all know, a substitute <br />Wilderness Bill was reported out of the House <br />Interior and Insular Affairs Committee in the <br />last Congress. However, it did not receive a <br />rule and therefore was not debated on the floor. <br />The primary reason, I think, for this was that <br />Congressman Aspinall, who is the author of the <br />bill, insisted upon having a 'closed rule' <br />which would not permit amendments on the floor. <br />The minority party report was an open rule <br />which would permit amendments and as a result <br />of this struggle back and forth, the bill it- <br />self never did reach the floor and was never <br />debated. <br /> <br />I think there is very little doubt that <br />there will be a new bill introduced in the <br />next session as this is quite hot and the <br />opinion is pretty strong in Washington and <br />other parts of the Nation as to the necessity <br />for a Wilderness Bill. I also feel that very <br />probably a bill as passed will have to be some- <br />what of a compromise between the Senate Bill 1 <br />to which I think everyone in Colorado objected <br />to very violently and the bill which was auth- <br />ored by Mr. Aspinall and which has not passed. <br />It's my feeling that we should get together <br />wi th Mr. Aspinall between now and the time the <br />session convenes while he is still out in Colo- <br />rado and discuss this quite thoroughly with him <br />
