MR. STAPLETON:

MR. KUIPER:

MR. GREER:

MR. STAPLETON:

MR. REDMOND:

quite recently although I had a letter from
the attorney, Jack Ross, (who is here I believe),
who represents the Trinidad people, about ten
days ago but we did not get to have a meeting
on it until yesterday, and we did decide to
look into this change to see if it can be I'
changed and still have feasibility. Of course,
we can't stop them if they want to. We've got
a little study here and we were going to notify
you in due time what the result of this would
be."

"Mr. Kuiper may have a comment on that too."

"Primarily for Frank's information, these
operating principles that Mr. Greer is talking
about we consider to be 'interior' principles
as for operation of the project in the area.
Now the principles as they effect the river
and the user downstream, it is my understand-
ing that these are not under discussion except
as the interior operation may modify them in a
very minor manner. Now in the meetings we've
held. some of the difficulties Mr. Redmond
referred to has been going to changing the
operating criteria which were established
in the authorizing report. We have insisted
from a state-level that those cannot be changed
where they may work to the detriment of the
people downstream and the decree holders down-
stream. Is that not right, Gus?"

"Yes, the main trouble here is dissension
between the various ditches and for Frank's
benefit, we did not want to submit these
principles to the downstream people until
they had agreement between the ditches in the
Trinidad area. It has taken quite a bit of
time."

1

"Any other questions of Mr. Redmond in
regard to the project? Thank you very much,
Mr. Redmond, for making a report. I don't know
that I have met you before but I'm delighted
to have you here."

"I'm happy to meet you people on the Board.
