Due to the fact that the Court <br />adjourns in June, it .is entirely possible that <br />we will not get a decision uhtil it reconvenes <br />in October." <br /> <br />"The point is that Colorado has not closed the <br />door for Colorado's participation in .the case, <br />if it develops that Colorado might be affected <br />by the issues that are finally to be determined." <br /> <br />"That is my opinion, Governor, and I so stated <br />at the meeting last fall when the Board took <br />this action. In the original pleadings, Arizona <br />raised three principal points. California <br />raised three more. In a written opinion I gave <br />the Board at that time, I discussed those six <br />issues. If litigation is limited to those six <br />issues, I am satisfied that Colorado need not be <br />made a party. If, however, when they come to <br />determine the issues, they take into consideration <br />all the points. that California has since raised <br />br any material portion of them, then I thihk <br />the Upper Basin States' interest are vitally <br />affected and if at that time the Court decides to <br />consider all of those points, we should be in <br />there with both feet." <br /> <br />"I completely agree with you on your position." <br /> <br />"Do you wish any further action by the Water <br />Board at this time?n <br /> <br />"I think none is necessary.n <br /> <br />nIs our past resolution broai enough to authorize <br />Chilson to attend, in any capacity he sees fit, <br />any session of this Court or meetings called by <br />the Master in order to observe what is going on? <br />If there is any doubt of this authority to do <br />that, I think his authority should be broadened. <br />I think we should have him present at least as <br />an observer at any meetings held.n <br /> <br />I <br /> <br />I <br /> <br /> <br />~. <br />
