Crawford, Director <br />Colorado Water Conservation Board <br />State Office Building <br />Denver 2, Colorado <br /> <br />Dear Mr.Crawford: <br /> <br />This is in response to your letter of April 11, 1955, <br />directing my attention to an appropriation made by the First <br />Regular Session of the 1953 General Assembly, in the amount <br />of $100,000 to make a "study of the water resources available <br />from the surface supplies in that part of Colorado which lies <br />west of the Continental Divide, and a study of the present <br />and potential uses thereof to the full extent necessary ***". <br /> <br />You advise that there is approximately $37,000 remaining <br />in this fund, and inquire if, in my opinion, this balance <br />could be expended for the purpose of making necessary investi- <br />gation and surveys for determination as set forth in the <br />second paragraph of your letter. <br /> <br />I am of the opinion that such expenditure would be well <br />within the purposes of the appropriation. I have discussed <br />the matter with the State Controller, who agrees with my <br />conclusions. <br /> <br />Very truly yours, <br />/s/ Duke W. Dunbar <br />Attorney General <br /> <br />Mr. Bailey asked Mr. Bell if he could give some information <br />concerning the costs of this program. <br /> <br />MR. BELL: <br /> <br />"I have made some estimates. We make a prelimi- <br />nary estimate that the construction cost of the <br />twenty stations will require a total outlay of about <br />$30,000; operation of the stations for one fiscal <br />year will total about $16,000, which will mean that <br />the total cost of this particular program will be <br />~n the neighborhood of $46,000, which, under our <br />cooperative type of agreement, will only cost the <br />State half of that sum." <br /> <br />MR. DILLE: ' <br />MR. BELL: <br /> <br />"Do you have Federal funds available to match this?" <br /> <br />"I cannot commit ourselves for the next fiscal year <br />as the appropriation bill is not passed. We do have <br />several thousand left for this fiscal year." <br />
