<br />548 <br /> <br />I am sure that this Board did not have the report,--I <br />know hdid not have a report from the Reclamation <br />Service--of feasibility that we now learn was announced <br />last December. I did not have it until after I returned <br />from Washington in March. That is the first I had <br />any knowledge of the status of this project. Had I <br />known about it, certainly I would have presented it <br />to this Board, and certainly I would have presented <br />it to the Upper Colorado River Commission when I <br />appeared before that Board. That is water over <br />the dam and'I do not know what we can do now. I <br />hope thaf the Board will decide to add this Project. <br />I see no reason why they shouldn't. Even though it <br />has not come down to us from the Upper Colorado River <br />Commission--other projects we have were approved by <br />the Commission, this one has not been--I do not believe <br />that ought to be any handicap since we have a report <br />showing that its feasibility rates very high. My <br />position is to get just as many as we can. I wanted <br />forty-two in there. We on~y got eighteen and I am <br />happy about that. <br /> <br />I <br /> <br />~I do not agree with Dean Crawford's rather <br />pessimistic views on having ,official recognition <br />given to the projects that are in the Bill before <br />the Congress of the United States. I think that <br />recognition is a great step forward. I notice <br />in his letter t6 the Durango people he said he <br />thought this project would have an opportunity to <br />be considered just about as soon as those now in <br />the Bill. I cannot agree with that. I think <br />official recognition by the Congres~, if that official <br />recognition is given in S. 500, is a very important <br />step forward, >,especially if the project receiving <br />that recognition has feasibility and can measure up <br />to the "standards which Congress will later determine. <br />That will be a point of issue when Congress returns <br />to'give further authorization. Does your project <br />measure up? What is the benefit-cost ratio)r If <br />the project can measure up, official recognition can <br />be very important. <br /> <br />"I hope that the Board includes this project and if <br />.they feel, or if Congress feels, that they have to make <br />a switch, let Congress substitute this one for one that <br />does not have as high a rate of feaSibility. I think <br />that judgment ought to be left to the Congress and that <br />this Board will, I hope, approve this project.~ <br /> <br />I <br />
