"I would like to make a motion that the
Colorado Water Conservation Board ask
for authorization of the Animas-LaPlata
Project in the Bill before the Congress."

"I second it."

"In regard to the question of whether it
should be substituted for another one,
I wonder if that should not ,come under a
separate motion."

"I just want to make one statement. One
of the reasons it was not included was
the fact that there was no report from
the Bureau at that time. At least, I
had never seen it. Another reason was
because, to my knowledge, there was never
any interest in the project up until the
present time, to speak of, before this
Board. Interest might be apparent in
the Animas River Valley and in the LaPlata
Valley but I do not believe anyone had
ever presented it to this Board.

"It seems to me that because of the
fact that this project is feasible, it
would not jeopardize the other eighteen
projects in the Bill--the ones that were
put in the Bill at the request. of the
Governor. Rather, I think it would
strengthen our position because it is a
feasible project. I firmly believe the
project should be approved by the Colorado
Water Conservation Board and that we urge
our representatives in Congress to
include the project. I do not believe
it would be advisable at this time to
supplement or substitute this project for
another one because just the second you
do that, you would weaken the Bill. I
think we should add to, rather than to
detract, and I would like to second
Mr. Kelly's motion and urge that if the
motion is passed, the Board urge our
representatives in Congress to take what-
ever action they deem advisable to include
the project in the Bill.
