DillCHER: <br /> <br />I <br /> <br />549 <br /> <br />"I would like to make a motion that the <br />Colorado Water Conservation Board ask <br />for authorization of the Animas-LaPlata <br />Project in the Bill before the Congress." <br /> <br />"I second it." <br /> <br />"In regard to the question of whether it <br />should be substituted for another one, <br />I wonder if that should not ,come under a <br />separate motion." <br /> <br />"I just want to make one statement. One <br />of the reasons it was not included was <br />the fact that there was no report from <br />the Bureau at that time. At least, I <br />had never seen it. Another reason was <br />because, to my knowledge, there was never <br />any interest in the project up until the <br />present time, to speak of, before this <br />Board. Interest might be apparent in <br />the Animas River Valley and in the LaPlata <br />Valley but I do not believe anyone had <br />ever presented it to this Board. <br /> <br />"It seems to me that because of the <br />fact that this project is feasible, it <br />would not jeopardize the other eighteen <br />projects in the Bill--the ones that were <br />put in the Bill at the request. of the <br />Governor. Rather, I think it would <br />strengthen our position because it is a <br />feasible project. I firmly believe the <br />project should be approved by the Colorado <br />Water Conservation Board and that we urge <br />our representatives in Congress to <br />include the project. I do not believe <br />it would be advisable at this time to <br />supplement or substitute this project for <br />another one because just the second you <br />do that, you would weaken the Bill. I <br />think we should add to, rather than to <br />detract, and I would like to second <br />Mr. Kelly's motion and urge that if the <br />motion is passed, the Board urge our <br />representatives in Congress to take what- <br />ever action they deem advisable to include <br />the project in the Bill. <br /> <br />"Has New Mexico taken any official <br />action on this?" <br />
