Are there any <br />other members of your delegation who <br />wish to make a statement? Are there any <br />any questions?" <br /> <br />"I would like to make a statement. I <br />think every member of this Board knows <br />very well what my position is with <br />respect to participating projects and <br />it siinp.y is this--to get as many of <br />them as possible on the record. That <br />has been my position all the time. <br />That is the position I took before the <br />Upper Colorado River Commission and <br />that has been the position I took before <br />this Board heretofore; so, so far as I <br />am concerned, it is completely in line <br />with my policy to have this new project <br />included among the other projects in <br />Colorado to be considered by the Congress <br />for approval and I hope the Board does <br />include this project. I hope they approve <br />it along with the other participating <br />projects that they have approved. When it <br />comes to Congress, I am in hopes that an amendment <br />will be offered by someone in the Senate <br />and someone in the House to include it <br />with the Colorado projects. Of course <br />we realize that the Bill before Congress <br />may generate considerable opposition. <br />That is, the Congress is going to count <br />the dollars that are in the project and <br />there may be some reluctance to add any <br />more costs to the development of the <br />Upper Colorado River. Nevertheless, I <br />hope that this project may be added. If <br />it is not possible to add it to the eighteen <br />that are already in there, then I would <br />hope that as this project has a higher <br />rating of feasibility, it might substitute <br />for one of the projects we already have in <br />the list which does not have as favorable <br />a ratio, as this project has. The only <br />reason 1 think it was not in the group was <br />due entirely to the lateness of the report. <br />
