Dille and seconded <br />by George Bailey that the question ,of the payment of the claim <br />by the Colorado water Conservation Board be referred to the <br />Director with authority to adjust it in the manner and as may <br />seem advisable after consultation with the Attorney General. <br /> <br />A~ter discussion a vote was taken and th~ motion was unanimously <br />carried and declared passed. <br /> <br />Tha Director presented the matter of bUdget requirements for the <br />Colorado Water bonservation Board for the 1943-1945 blennium. He explained <br />that in accordance with the prescribea procedura it had been necessary fcr the <br />Director to presen~ to the Budget Commissioner of the State of Colorado an <br />estimate of the requirements for the next ~iennium. Copies of the proposed <br />budget estimates, heretofore submitted to the Budget Commissioner of the State <br />were distributed. These estimates resulted in a total required appropriation <br />of $168,000. It was explained that the Budget Commissioner would probably <br />reduce these estimates to $150,000 for the biennium, the amount of the <br />appropriation which had been made for the present biennium. Discussion of the <br />work of the Board followed and it was agreed that the Director in presenting <br />the matter to the General Assembly, should urge the appropriation of $150,000 <br />on the basis that the functions. of the Board coul~ not be successfully carried <br />out with a less amount. No formal action was taken, but the agreement as to <br />the appropriation was left under a general directive to the Director. . <br /> <br />The meeting recessed at 12:30 P. 11. to reconvene at 2:00 P. 11. <br />(December 22, 1942). <br /> <br />1942). <br /> <br />The meeting of the Board reconvened at 2:10 P. M. (December 22, <br /> <br />Governor Ralph L. Carr' called the meeting to order. <br /> <br />There then came up for discussion ~ proposed report of the <br />National Resources Planning Board for Regional Planning for the Arkansas Valley. <br />The general purpose and scope of the report was discussed. Governor Ralph L. <br />Carr explained why the report of the nature proposed should not include the <br />Upper Basin of the Arkansas Valley. it was generally agreed that the re- <br />commendations of the Governor in this respeot should be followed and effort <br />should be made to eliminate the Upper Arkansas from the report, or in the <br />event of failure to accomplish such purpose, then every effort should be made <br />to bring about a reframing of the report to properly reflect the conditions <br />which exist in the Upper Arkansas Valley. <br /> <br />Mr. J. R. Riter, Assistant Hydraulic Engineer in the United <br />State~' Bureau of Reclamation, was presented and he made a general revie~ of the <br />status: of the investigation of projects for water developmen~ by'the Bureau of <br />Reclamation in the State of Colorado. He made a very thorough and satisfactory <br />statement of the status of this work. He was asked numerous: questions' by the <br />membersco.f,the Board! respecting specific project investigations in various; <br />seotions of the State. <br />
