If this Board were to <br />take action along the lines of this letter, no actual <br />authorization for construction should be adopted~until . <br />such authorization was approved by this Board. If no ; <br />acfual c6nstruction could be undertaken by the Bureau or <br />any other project until approved by this Board, we would <br />be protected.
