~? <1 n.

Washington and express their opinions. I still feel
that this should be studied more. They still think
there is a possibility of getting together with Eastern
Colorado; unless that is done, there is no chance for
Western Colorado to get anything, or Eastern Colorado
either. Never before has Colorado been in the strategic
position that it is now in. Denver is the summer Capitol
of the White House. I .think:. that if Colorado_preseirbs a
united front, we would stand a very good chance of secur-
ing authorization. I don't feel as though I co~ld go
along with the draft.".

Mr. Bailey: "There is a time element involvedc."

Mr. Dutcher: "I realize that. I came to this :conclusion--
that it would be better even if it takes more time for
the State of Colorado to go to Washington united rather
t~an one section of the State battling against the other.
If it takes a little more time to work this thing out,
and if there is any possibility of working this out, I
hope we don't pass up the opportunity."

Mr. Bailey; "January 18 is the deadline. What do you
think, Jean?"

Mr. Breitenstein: . "That is the date set for the hearings
~ the Colorado River Storage Project Bill. We could
throw the whole thing down the sink if we wanted to. As
to what is to be done is' the matter of the official
Colorado State agency to settle. As.to how long
Senator Millikin can resist pressure, I do not know.
Statements are made in the press that a crisis has been
created here. Very frankly, the thing has been postponed
as long as it can be. If we don't agree, we come along ~
at the tail end. For years, Colorado was the leader in
water matters among the states in the mountain areas.
That leadership is being completely destroyed by our
intra-state controversy.".

Mr. Crawford: "Under this draft, is there a time limit
within which feasibility must be proved?"

Mr. Breitenstein: "That was discussed and 'I was assured
they would not put any specific time on it.' Mr. Riter
is here and maybe he can give a better idea."

,

I

I
