I have served this <br />Board for a long time,7! years to be exact. A good many <br />times there have been what appeared to be more or less <br />insurmountable problems. I do not think the matter is <br />hopeless at the present time. I do see a ray of hope. I <br />thought that there was more or less of an understanding <br />that the report would be submitted to a larger number of <br />the people in Western Colorado before it was acted upon <br />by the Colorado Water Conservation Board. The Hill Report <br />was submitted to some of the people in Western Colorado. <br />It did give them an opportunity to express themselves and <br />to at least voice their objections. I am convinced that <br />there has been too much emotionalism on both sides of the <br />fence. Some of us met in Western Colorado last Saturday, <br />with the sole idea in mind of trying to work the matter <br />out. I hope that can be done. There is a lot of things <br />about this proposed draft on which I cannot act now on <br />behalf of the people in Western Colorado. No.1 is the <br />Curecanti Project. This is the only project now that has <br />met with the entire approval of the Board. I can't be a <br />,party to a change of that policy either directly or <br />indirectly without submitting it to Western Colorado. If <br />there is any change or if there can be any change in the <br />construction, size or ~ocation of the Curecanti Project, <br />the members of the Policy and Review Committee reserve the <br />right to do that. If we will take action here today, it <br />would be inconsistent for me to do that today in view of <br />the vote that was expressed by the Western Colorado people <br />at that time. They should have the opportunity to go to <br />
