<br />(7) a reconnaissance level cost-benefit analysis of such an <br /> <br />integrated project. <br /> <br />The study shall not include analysis or evaluation of those <br /> <br /> <br />recreational, environmental, social, or cultural impacts of the <br /> <br /> <br />projects, be they beneficial or adverse, which cannot be readily <br />expressed in monetary terms. <br /> <br />All evaluations and reservoir operations analyses shall be <br /> <br /> <br />premised upon the water rights associated with any given <br /> <br /> <br />facility. If decrees for potential facilities do not exist, such <br /> <br /> <br />facilities shall be assumed to have 1981 conditional decrees. <br /> <br />A range of reasonable assumptions shall be made about the <br />future status of conditional decrees which are senior to those of <br />the facilities under consideration. In turn, appropriate <br />reconnaissance-level analyses of alternative reservoir operations <br /> <br /> <br />shall be performed to reflect such a range of assumptions. The <br /> <br /> <br />effects of such alternative assumptions on the yield of <br /> <br /> <br />facilities and their hydropower generation potential shall be <br /> <br /> <br />analyzed. <br /> <br />The consultant shall make every possible use of existing <br /> <br /> <br />data and information before performing any original data <br /> <br /> <br />collection, analyses, or field work. Field work (general site <br /> <br /> <br />inspections, soils sampling and testing, geologic investigations, <br /> <br /> <br />etc.), if required at all, shall be minimized.
