The study shall not include an evaluation of the economic feasi-

bility of the project (l.e., a cost-benefit analysis), nor shall

it include an evaluation of those recreational, environmental,

social, or cultural impacts of the project, be they beneficial or

adverse, which cannot be readily expressed in monetary terms.

A reasonable range of assumptions shall be made about the

future status of conditional decrees which are senior to the

storage decree held for the reservoir by the River District. In

turn, appropriate analyses of alternative reservoir operations

shall be performed to reflect such a range of assumptions. The

effects of such alternative assumptions on the yield of the

reservoir and its hydropower generation potential shall be

analyzed.

The consultant shSjll make every possible use of existing
J ').X-/.
