.....,Vl

I

There are just two or three points I
want to make in summary. I want to assure
the irrigators that the Game and Fish Depart-
ment has assured me, and I think they are
attempting to assure the state at large I that
they are not intending to try to take any
water away from anybody. If they get water,
it will be good water and they will pay for
it. And I as Larry said, it will go through
the courts to be sure we have the proper use
for that water.

The Game and Fish Department is also
willing to assume its proportionate share for
the transportation of this water and evapora-
tion losses. We recognize, I say 'we' speak-
ing now as Game and Fish rather than the
Water Board, that they have to live in this
community and are expected to act just the
same as all other citizens of the community
and they are willing to do that.

In closing, I just hope that the opponents
- the past opponents - to this proposal will
not continue to fall back on the rather thread-
bare situation now of an operational plan.
I'd hate to see them come up six Or eight
months from now and say 'You still have no
operational plan', because as Larry said, the
reservoir will be operated as a channel reser-
voir and there is a procedure for that opera-
tion and details for handling this relatively
small amount of water, 10,000 acre~feet, in
that terrifically large reservoir will be
worked out in accordance to a plan, and I'd
like to ask the people who are involved, to
please be patient until we have a chance to
work this thing out and don't continually
come back and say 'You don't have a plan'
because I am sure there will be a plan by
that time.

I

Another thing, please don't insist that
the Game and Fish Department or that the
State Engineer's office or your own Board,
say where this water may be coming from. If
you do, it's going to cost the state some
money. Give us a chance to see if we can find
it and evaluate it and get a price on it before
you come demanding 'Where are you going to get
this. water? Who are you going to buy it from
and what price are you going to pay?'. Because
