years. Secondly, the flow in the late part
of the season is no silt problem. For a
hundred years, if you only have that low
flow, it does not deposit any appreciable
amount of silt in the reservoir because silt
is deposited according to the volume and
velocity of the water. So in the lbw flow
periods there is virtually no silt which
enters John ~~rtin Reservoir. You can't even
measure it from year to year."

I

MR. NELSON:

"What is the
done by Mr~ Doe?
problem now?"

status bf the work being
Is he working on this

MR. SPARKS:

"Yes. We have already started evalua-
tion, as ~~. Beise suggested, of various
water rights. ','Ie have several in mind. ''Ie
are trying to see how they would work.
There's no hurry at the present time. It's
too late in this session of Congress to get
any legislation in. What we hope to do,
through this summer, is to have field crews
evaluate various sources of water and how
they could potentially work out.

Also at the same time, to draw up the
legislation so that everybody can have a
finger in it and perhaps, as near as possible,
we can eventually satisfy everyone. However,
I recall a motto that I saw in Governor Clyde's
office a few weeks ago, that read something
like this 'I can't give you the formula for
success, but I can give you the one for
failure - try to please everyone'. That say-
ing is applicable to all our water problems.
We have to do the best we can."

MR. NELSON:

"Dr. Clark, do you have anything further
at this time?"

DR. CLARK:

"Mr. Nelson, I think we have probably
taken as much time as this subject merits at
the present. Larry has just mentioned that
we've got lots of time now. We missed the
boat for any possible legislation for the
present session of Congress. We also missed
it in our own state legislature in its special
session. We have until next year in which to
resolve this.

I
