I

I

MR. HlLENSKI:
MR.. BEISE:
MR. NELSON:

MR. SPARKS:

areas from which the water will come and why
the results of that couldn't be reflected in
some proposed operation as suggested by ~tr.
Danielson.

That's about all I can add to this. I
see nothing insurmountable I Larry, in consid-
ering these factors because we all know, as
I said once before, that we ~ill never get
any federal legislation, and we certainly
~ill never get any state legislation, if in
a problem in one valley ~e have interests
at complete odds. Only by getting the groups
together are you going to get any legislation
and the only way you are going to get any
legislation, in my opinion, is to let Wally
Doe, engineer, loose and come up with some'
answers to some of these things that Frank:
and Phil sincerely urge. The irrigators do
have a dual role. They are sportsmen. They
are interested and, if a plan can be devised
which will not be at the expense of the irri-
gators, the irrigators will be for the plan.
Don't you agree with that, Frank?"

"I think they will."

"I think that's about all I have to say."

"Larry, do you have anything further to
say?"

"In answer to what Mr. Danielson suggested
about the silt studies, Mr. Gildersleeve, our
Deputy Director, ran some studies on the
siltation at the face of the dam. For the
period of 1951 to 1957 there was one foot of
siltation at the face of the dam. The serious
sil tation occurred in one year..as you have
already mentioned. Of course what we expect
in the future is that upstream reservoirs
such as the proposed Trinidad Project and the
proposed Fryingpan-Arkansas will virtually
eliminate those serious silt conditions.
There is no serious silt condition from year
to year. It's in these extreme flash floods
that occur that cause the trouble. With the
increased siltation pools upstream such as
proposed in the Pueblo and Trinidad Projects,
we will materially reduce the siltation to
John Martin and cut it below a foot in six
