DANIELSON: <br /> <br />As I recall, when this matter came up <br />before, it was halted because it was the <br />concensus at that time that no effort should <br />be made to get the Congressional authoriza- <br />tion, which we consider would be the first <br />step, and the legislative authorization <br />which is the second step, and then the final <br />two steps are the acquisition of the water <br />and the change of place of use. I don't <br />think that the - I shouldn't attempt to <br />speak for the Game and Fish Commission - but <br />it doesn't seem to me likely that the Com- <br />mission would..want to expend the money to <br />purchase the water rights until the author- <br />ity of the Corps to invade the flood control <br />pool for this 10,000 acre-feet capacity had <br />been authorized.. Secondly, I don't think <br />the water users would want the pool estab- <br />lished until the necessary state legislation <br />had been enacted. <br /> <br />I <br /> <br />So it seems to me that we have to make <br />haste slowly on this and get the necessary <br />Congressional and legislative authorities <br />first before we moVe ahead with the other. <br />I can see that it would make a great deal <br />of difference to the water users where this <br />water was acquired; but before anybody gets <br />in a hassle as to whether the place it is <br />being acquired is a qood one or a bad one, <br />it seems to me that we must first get out <br />of the way the necessary authority to accom- <br />plish all this. <br /> <br />The method of operation should be ap- <br />proved by the water users, but it must, of <br />necessity, be approved by the Compact Com- <br />mission.
