As I recall, when this matter came up
before, it was halted because it was the
concensus at that time that no effort should
be made to get the Congressional authoriza-
tion, which we consider would be the first
step, and the legislative authorization
which is the second step, and then the final
two steps are the acquisition of the water
and the change of place of use. I don't
think that the - I shouldn't attempt to
speak for the Game and Fish Commission - but
it doesn't seem to me likely that the Com-
mission would..want to expend the money to
purchase the water rights until the author-
ity of the Corps to invade the flood control
pool for this 10,000 acre-feet capacity had
been authorized.. Secondly, I don't think
the water users would want the pool estab-
lished until the necessary state legislation
had been enacted.

So it seems to me that we have to make
haste slowly on this and get the necessary
Congressional and legislative authorities
first before we moVe ahead with the other.
I can see that it would make a great deal
of difference to the water users where this
water was acquired; but before anybody gets
in a hassle as to whether the place it is
being acquired is a qood one or a bad one,
it seems to me that we must first get out
of the way the necessary authority to accom-
plish all this.

The method of operation should be ap-
proved by the water users, but it must, of
necessity, be approved by the Compact Com-
mission. That's another initial step that
has to be taken before any of this can be
done."
