In addition, as Mr. Beise <br />pointed out, it would probably require some <br />state legislation under the terms which the <br />Corps has suggested and which I think the <br />water users desire. <br /> <br />Now those are the initial steps that <br />have to be taken, in my opinion, before any <br />contracts for the purchase of water are made <br />or the contracts would have to be contingent <br />upon the success of those two pieces of <br />legislation, one in the Congress and one in <br />the State Legislature. Then you wbuld come <br />to the problem of where the water would come <br />from and the amount that would have to be <br />acquired in order to deliver the specified <br />amount. <br />
