~~v~

I

to resolve their actual position on this
matter so that we could present it to you.

As Larry knows, I have written him a
letter on the subject pointing out that the
ditch association is unable to agree on a
specific resolution in which they could just
say 'This is our position on this matter'.
On the one hand I most of the people repre-
sented in the ditch association are fisher-
men and would like to see a permanent pool
for that reason, but on the other hand all
of their livelihoods are intimately con-
nected with the availability of irrigation
water in John ~~rtin Dam. You will recall
that. when the dam was initially constructed
the wildlife people uniformly waived all
rights to any fish and wildlife pool in
this darn so this is a rather new concept of
the val1ey, and I think the point they are
raising primarily is the need for more and
fuller information.

I

The point has been raised, Larry I as to
the operating principles of the proposed
pool. I think this is a point which you in-
tended to answer by pointing out through
your chart that the actual physical opera-
tion of the dam would remain pretty much as
it is now I measured by intake gauges, face
of the darn gauges, contour tables and evapora-
tion pans. But I think this overlooks the big
point on which further information is needed
by the people I represent before they can feel
adequately protected. I'd like to point
these things out, Larry, by your chart.

In the first place, your large chart,
which is labeled 'John ~~rtin Reservoir End
of the Month Content' shows at the bottom a
straight line and from looking at the chart,
one would get the impression that the capa-
city of John Martin Reservoir is the sarne in
1959 as it was back in '49. Actually the
truth of the matter is that sedimentation in.
that reservoir is a serious, and rapidly be-
coming a more serious, problem. The bottom
line on that chart actually should be a
rising line so that there is less capacity
at a certaih elevation above sea level today
than there was in '49. Extending that
