<br />Water Planning Relationship: The fund will be used to retain consultants to perform engineering <br />support services for the protection of the Board's existing Instream flow water rights, providing <br />justification for new appropriations, and providing technical analysis for the transfer of acquired water <br />rights to Instream flow use on an as needed basis. <br /> <br />'I <br /> <br />Recommendation: Staff gives a high recommendation to this project because the fund will help the <br />Instream Flow and Natural Lake Protection Section to develop a long-range engineering support <br />services program that will address specific program-related needs such as assisting staff in conducting <br />technical analyses and providing expert testimony needed to resolve or defend the existing Instream <br />flow water rights, establish new Instream flow appropriations, or changing the use of acquired water <br />rights for Instream flow use. <br /> <br />l <br />It <br /> <br />2. Natural Lake Level Data Collection and Water Rights Filings <br /> <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $50,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Products Produced: This program will prepare natural lake level recommendations on 200 unprotected <br />natural lakes in one year. Additional funding will be required to continue the program for subsequent <br />years. This program plans to protect over 1800 natural lakes utilizing GIS technology now available to <br />CWCB. <br /> <br />Water Planning Relationship: Protection of the state's natural lakes is an integral part of water <br />planning as related to the Stream and Lake Protection Program. <br /> <br />Recommendation: Staff gives a high recommendation to this project because the fund will help the <br />CWCB acquire natural lake level water rights, which will preserve the natural environment of those <br />lakes to a reasonable degree. <br /> <br />. <br /> <br />3. Recreational In-Channel Diversion Support <br /> <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $50,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Products Produced: This program will assist communities to get the engineering and technical support <br />needed to get these water rights. CWCB adopted a policy to help local governments intending to file an <br />application for a Recreational In-channel Diversion water right. By utilizing the program, communities <br />would understand and be able to efficiently follow the policy during the hearings where their <br />applications were being considered. <br /> <br />Water Planning Relationship: Recreational In-channel Diversion Support water rights are a major <br />part of water planning and the CWCB's policy on these rights puts forth a need to ensure compliance by <br />local communities. <br /> <br />Recommendation: Staff gives a high recommendation to this project because the fund will help to <br />enhance the compliance of the CWCB policy, and provide financial support to those communities willing <br />to implement it. <br /> <br />Water Conservation Planning Program <br /> <br />II <br /> <br />1.
