This will allow for maximum reuse and more efficient use of water supplies in <br />the Arkansas River and imported from Colorado River Basins. <br /> <br />) <br />e <br /> <br />Recommendation: Staff gives a high recommendation to funding for this study because it will allow <br />maximum utilization of limited water supplies consistent with the Colorado River Compact and other <br />mandates to reuse imported water supplies. The Model will also provide documentation that well <br />augmentation deliveries are being made properly in time and amount, facilitating compliance with the <br />Arkansas River Compact. <br /> <br />Water Supply Planning and Finance Program <br /> <br />1. Diversion Structure Inventory <br /> <br />Beneficiary/Grantee/Contractors: CWCB, Agricultural Ditch & Reservoir Companies <br />Amount of Request: $85,000 Ranking: High <br /> <br />Product Produced: An inventory of irrigation diversion structures in the Colorado River Basin. The <br />inventory would include type, size, and condition of each structure, together with photo documentation, <br />location, owner's name and address, water rights, and replacement/repair cost estimate. <br /> <br />Water Planning Relationship: The inventory would be used to identify problems and market <br />loans to irrigators to make needed infrastructure improvements to improve water efficiency and <br />economic profitability. <br /> <br />Recommendation: Staff gives a high recommendation for the funding of this study because it will <br />accomplish the reconnaissance level work necessary to demonstrate the need for facility improvements <br />and rehabilitation. <br /> <br />e <br /> <br />Stream and Lake Protection Program <br /> <br />1. Instream Flow Engineering Support Services <br /> <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $75,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Products Produced: A strong technical support program for the Instream Flow and Natural Lake <br />Protection (ISF) Section, detailed as follows: <br /> <br />The CWCB relies upon sound technical investigations to appropriate, acquire, and protect Instream flow <br />water rights throughout the state. Due to an upsUrge in water court activities, the workload for the <br />CWCB staff responsible for the protection of the CWCB's existing Instream flow water rights continues <br />to grow. This includes efforts needed to process the acquisition of senior water rights and to provide <br />technical support and expertise to change the historic uses of the acquired water to Instream flow use, <br />including providing expert testimony for trial. <br /> <br />e <br /> <br />Engineering support services may be needed to conduct water availability analysis for streams on which <br />the Board is considering appropriating new Instream flow water rights. This includes determination of <br />the amount of water that is physically available for the Board's appropriation by analyzing available <br />gage records, analyzing water diversions and call records, using available streamflow models, and <br />developing streamflow models or utilizing appropriate standard methods to develop hydro graphs to <br />predict the natural (virgin) streamflows for the each stream under consideration. <br /> <br />7 <br />
