<br />information for the City is in conformance with the CWCB's rules and regulations for floodplain <br />designation and approyal. As new floodplain information is completed for the Town in the future, CWCB <br />staff will reyiew it for teclmical adequacy and make recommendations to the Board for approyal at a future <br />CWCB meeting. <br />Staff recommendation: Staff recommends that the Board: 1) designate and approye the 100-year <br />detailed and approximate floodplain information contained in said report for the City of Glenwood <br />Springs, and 2) authorize staff to prepare a floodplain resolution to be signed by the Director and <br />transmitted to the City of Glenwood Springs and FEMA. This action is recommended in order to meet <br />statutory requirements. <br /> <br />4) Al!enda Item 3.d <br />Floodplain Resolution Number: FPR 01-563 <br />Affected Community: Town of Hot Sulphur Springs <br />Name of study to be formally acted on: "Flood Hazard Boundary Map, Town of Hot Sulphur Springs, <br />Grand County, Colorado" dated October 1975 - prepared by the Federal Insurance Administration. <br />Studied Streams: The stream within the Town of Hot Sulphur Springs for which an approximate <br />floodplain is shown is the Colorado Riyer. Howeyer, the Town limits haye expanded since the map <br />and now include a portion of Heimbaugh Creek. Therefore, an approximate floodplain will be <br />deyeloped for these areas. The studied stream reaches are in the Colorado Riyer watershed. <br />Technical Issues: There has been minor deyelopment within the drainage areas affecting the Town. <br />Howeyer, the extent of deyelopment compared to the oyerall drainage area should not preclude the use <br />of regional regression equations for the hydrology calculations. The approximate floodplain for the <br />Colorado Riyer appears to haye been based on USGS quad maps. <br />Community response: The CWCB staff transmitted a letter dated April 24, 2002 to the Town of Hot <br />Sulphur Springs floodplain administrator as notification of the proposed designation action for the subject <br />Flood Insurance Study. The Town has not yet transmitted a letter to the CWCB requesting formal Board <br />action on their floodplain information, howeyer preliminary contact has indicated that they are receptiye to <br />the proposed action and further commwlications and/or a meeting will be held with the Town in the near <br />future. The CWCB' s consultant will also be performing field work to assist with the completing of a new <br />floodplain information report. Any issues that may arise during the continuing teclmical reyiew will be <br />fully discussed and resolyed, with the Town's approyal, prior to CWCB staff transmitting a signed <br />floodplain resolution. <br />Staff findings: The subject Flood Hazard BOWldary Map was generated oyer 25 years ago and is therefore <br />likely to be outdated. Howeyer, it is the only regulatory floodplain information for the Town. The <br />CWCB's consultant will be updating and/or reyising the approximate floodplain information as needed to <br />proyide more current and reasonable data for the Town. CWCB will ensure that the old and new <br />information is in conformance with the CWCB's rules and regulations for floodplain designation and <br />approyal. <br /> <br />Staff recommendation: Staff recommends that the Board: 1) designate and approyethe 100-year <br />approximate floodplain information for the Town of Hot Sulphur Springs, and 2) authorize staff to prepare <br />a floodplain resolution to be signed by the Director and transmitted to the Town of Hot Sulphur Springs <br />and FEMA.
