<br />Study. The Town has not yet transmitted a letter to the CWCB requesting formal Board action on their <br />floodplain information, howeyer preliminary contact has indicated that they are receptiye to the proposed <br />action and further commwlications and/or a meeting will be held with the Town in the near future. The <br />CWCB's consultant will also be performing field work to assist with the completing of a new floodplain <br />information report. Any issues that may arise during the continuing teclmical reyiew will be fully <br />discussed and resolyed, with the Town's approyal, prior to CWCB staff transmitting a signed floodplain <br />resolution. <br />Staff findings: The subject Flood Insurance Study contains the most current regulatory floodplain <br />information for the Town of Gypsum. CWCB staffhas determined that the subject floodplain information <br />for the Town is in conformance with the CWCB's rules and regulations for floodplain designation and <br />approyal. As new floodplain information is completed for the Town in the future, CWCB staff will review <br />it for technical adequacy and make recommendations to the Board for approyal at a future CWCB meeting. <br /> <br />Staff recommendation: Staff recommends that the Board: 1) designate and approye the lOa-year <br />detailed and approximate floodplain information contained in said report for the Town of Gypsum, and 2) <br />authorize staff to prepare a floodplain resolution to be signed by the Director and transmitted to the Town <br />of Gypsum and FEMA. This action is recoll1l11ended in order to meet statutory requirements. <br /> <br />3) Al!enda Item 3.c <br />Floodplain Resolution Number: FPR 01-62 <br />Affected Community: City of Glen wood Springs <br />Name of study to be formally acted on: "Flood Insurance Study, City of Glenwood Springs, Colorado" <br />dated October 1985 - prepared by the Federal Emergency Management Agency. <br />Studied Streams: The report includes detailed lOa-year floodplain information for the Roaring Fork <br />Riyer Plum Creek and a number of its tributaries within the County. The studied stream reaches are in <br />the Colorado Riyer watershed. <br />Technical Issues: A new draft Flood Insurance Study for the City of Glenwood Springs that would <br />theoretically reyise and supersede the current Flood Insurance Study was recently released to reviewing <br />agencies by FEMA The City, after reviewing the new draft study, was not pleased with the results and <br />requested that significant revisions be made by FEMA before local officials would consider adopting it. <br />Significant portions of the City haye been deyeloped on alluvial fan floodplains that are less predictable <br />than traditional riyerine floodplains (such as the Roaring Fork Riyer). Debris flows are common with <br />alluyial fan flooding, which makes flood hazard assessment and accurate delineation more difficult.
