<br />Community response: The CWCB staff transmitted a letter dated April 24, 2002 to the Town of Ayon <br />floodplain administrator as notification of the proposed designation action for the subject Flood Insurance <br />Study. The Town has not yet transmitted a letter to the CWCB requesting formal Board action on their <br />floodplain information, howeyer preliminary contact has indicated that they are receptiye to discussing the <br />proposed action, and further cOll1l1lunications and/or a meeting will be held with the Town in the near <br />future. In the past, the Town has been somewhat resistant to the idea of publishing new regulatory <br />floodplain information, howeyer recent deyelopment in the area may change the perceiyed need. The <br />CWCB's consultant will also be perrorming fieldwork to assist with the completing of a new floodplain <br />information report. Any issues that may arise during the continuing teclmical reyiew will be fully <br />discussed and resolyed, with the Town's approyal, prior to CWCB staff transmitting a signed floodplain <br />resolution. <br />Staff findings: The subject Flood Insurance Rate Map for A yon does not currently depict any flood hazard <br />information and therefore new information will be deyeloped as appropriate by the CWCB's consulting <br />fum. CWCB staff will ensure that all new data deyeloped for Ayon is in conformance with the CWCB's <br />rules and regulations for floodplain designation and approyal. <br />Staff recommendation: Staff recommends that the Board: 1) designate and approye the 100-year detailed <br />and approximate floodplain information contained in said report within the Town of Ayon, and 2) <br />authorize staff to prepare a floodplain resolution to be signed by the Director and transmitted to the Town <br />of A yon and FEMA. This action is recommended in order to meet statutory requirements. <br /> <br />2) Al!enda Item 3.b <br />Floodplain Resolution Number: FPR 01-561 <br />Affected Community: Town of Gypsum <br />Name of study to be fonnally acted on: "Flood Insurance Study, Town of Gypsum, Eagle County, <br />Colorado" dated September 1983- prepared by the Federal Emergency Management Agency. <br />Studied Streams: The FIRM contains both approximate and detailed studies. Detailed studies haye <br />been conducted on a portion of the Eagle Riyer and Gypsum Creek, while approximate floodplains <br />haye been deyeloped for a small portion of the Eagle Riyer east of town. An unstudied ephemeral <br />stream also drains from the northeast and crosses Interstate 70. The studied stream reaches are in the <br />Colorado Riyer watershed. <br />Technical Issues: Based on the GIS information ayailable, the Town's corporate limits haye changed <br />significantly and haye expanded into four separate areas. This includes a large area south of town, a <br />large area east of Town and a smaller area southwest of Town. In addition, the Town center has <br />expanded to the West. Because the Town limits haye expanded since the time of the study, <br />approximate floodplains will be deyeloped to include Hard Scrabble Gulch and an unnamed tributary <br />just south of Gypsum (both are tributaries to Gypsum Creek). Debris flow hazards exist in recently <br />annexed areas of the community. Major teclmical problems with the current data haye not been <br />identified in the study and the associated LOMR. New floodplain information for Gypsum along the <br />Eagle Riyer is being deyeloped by a partnership effort including assistance from the CWCB staff. A <br />draft Eagle County Flood Insurance Rate Map at the east end of the community (located near a mobile <br />home community) shows a large floodplain area.
