<br />5) Al!enda Item 3.e <br />Floodplain resolution number: FPR 01-564 <br />Affected communities: Town of Breckenridge <br />Name of study to be fonnally acted on: "Flood Insurance Study, Town of Breckenridge, SUl1l1l1it <br />COWlty, Colorado" dated June 2001 - prepared by the Federal Emergency Management Agency. <br />Studied streams: The report includes detailed 100-year floodplain information for the Blue Riyer, <br />Blue Riyer Middle Branch, Swan Riyer, Sawmill Gulch, Illinois Gulch, Jones Gulch, and Lehman <br />Gulch. It includes approximate 100-year floodplain information for the Blue Riyer, Gold Run Gulch, <br />Cucumber Gulch. The studied streams are in the upper Colorado Riyer watershed. <br />Technical issues: Flooding problems within the Town are primarily caused by snowmelt runoff in the <br />late spring and early summer, with occasional intense rainstorms that cause flooding along smaller <br />tributaries. The subject study was reyised to incorporate detailed flood information along the Blue <br />Riyer Middle Branch and on Cucumber, Illinois, Jones, and Gold Run Gulches. New approximate <br />flood information was proyided on the Blue Riyer Middle Branch, split-flow area. The format of the <br />printed map panels was also changed compared to the preyious maps. FLO Engineering Consultants <br />under contract to FEMA performed the re-analyses. <br />Community response: The CWCB staff transmitted a letter dated April 24, 2002 to the Town of <br />Breckenridge floodplain administrator as notification of the proposed designation action for the subject <br />Flood Insurance Study. The COWlty was yery receptiye to the proposed Board action and transmitted a <br />letter back to the CWCB dated May 6, 2002 requesting that the CWCB designate and approye the subject <br />floodplain information. Prior to when the Flood Insurance Study was published, the CWCB staff attended <br />a reyiew meeting with the Town, FEMA, and the engineering consulting responsible for completing <br />teclmical data for the study. <br />Staff findings: The subject Flood Insurance Study revises and therefore supersedes preyious yersions of <br />the Town's regulatory floodplain information. CWCB staff has determined that the subject floodplain <br />information for the Town of Breckenridge is in conformance with the CWCB's rules and regulations for <br />floodplain designation and approyal. <br />Staff recommendation: Staff recommends that the Board: 1) designate and approye the 100-year detailed <br />and approximate floodplain information contained in said report for the Town of Breckenridge, and 2) <br />authorize staff to prepare a floodplain resolution to be signed by the Director and transmitted to the Town <br />of Breckenridge and FEMA.
