<br />86 <br /> <br />I <br /> <br />,Mr. Hinkley said he had talked to the Ciyil Service Commission con- <br />cerning this matter, and he explained the procedures which would have to be <br />Toll owed. The Commission, he stated, would have no objection whatever if <br />the Board decided to appoint an Acting Director for the interim period and <br />that that person, if under Civil SerVice"would retain his present title, <br />salary and Giyil Service rights. If the Board decides to take such action <br />today, he further explained, all that would be necessary would be for the <br />Board to notify the Civil Service COnnnission that they had appointed an Act- <br />ing Director and the Connnission would recognize such person 8$ the Acting <br />Director. He also explained that if a Director were appointed on a pro- <br />visional baais, it would mean that that person would be Director until such <br />time as the Commission gave examinations for that position; then, that per- <br />son would be required to take the examination and pass high enough to retain <br />the position. An Acting Director, however, he explained, would ac~ as Di- <br />rector until a provisional appointment was made or until the Civil Service <br />Commission gave examinations and a permanent Director was selected. Mr. <br />Hinkley stated that the members of the Commission wanted to assure the Board <br />that they realized the importance of this position to the State and that they <br />would cooperate in every way possible with the Board in this matter, and <br />said they would be glad to meet with the Board, or a committee of the Board, <br />at any time to discuss the many problems involved. <br /> <br />At this point, Mr. Hinkley read to the Board the requil'ements, quali- <br />fications and job duties, as set up by the Civil Service Connnission and ap- <br />proved January I, 1952. It was suggested that copies of the qualifications <br />set up by the Civil Service Commission be distributed to all members of the <br />Board. Mr. Peterson stated that he would obtain copies of the above mentioned <br />qualifications and see that each member of the Board receiyed a copy. <br /> <br />Considerable discussion on the matter ensued. <br /> <br />The possibility of appointing an Acting Dire~tor and an Executive Com- <br />mittee, consisting of three members of the Board~ was discussed. <br /> <br />It was moved by Dan B. Hunter and seconded by M. C. Hinderlider <br />that R. M. Gildersleeve, Chief Engineer of the Board, be appointed <br />Acting Director until such tirne as a provisional or permanent Director <br />is chosen. <br /> <br />On vote being taken, the motion carried unanimously and was de- <br />clared adopted. <br /> <br />I <br /> <br />Mr. Dutcher suggested that Mr. Brown contact the Governor, informing <br />him of the action taken, and secure his approval before releasing .the news to <br />the press. <br /> <br />It was moved by W. M. Williams and seconded by E. L. Dutcher <br />that the Chair be authorized to ,appoint an Executiye Committee of three <br />to work with Mr. Gildersleeve during the interim period. <br /> <br />On vote being taken the motion carried unanimously and was de- <br />clared adopted. <br /> <br />Thereupon, J. M. Dille, E. L. Dutcher and George J. Bailey were named <br />to v/ork on the Executive Committee. <br />
