<br />85 <br /> <br />Mr. Hinkley stated that he had consulted with Duke Dunbar, Attorney <br />General, on the subject of Mr. Breitenstein's contract and that he was in <br />a position to act for the Attorney General if the Board should decide to <br />take action on the matter. <br /> <br />After discussion, it was moved by Dan Hunter and seconded <br />by M. C. Hinderlider that the Board employ Jean Breitenstein for <br />another year, under the same terms and conditions as the previous <br />contract, the approval of the Attorney General having been given <br />by Mr. Hinkley. <br /> <br />I <br /> <br />On vote being taken, the motion carried unanimously and was <br />declared adopted. <br /> <br />Discussion of a resolution in memory of Judge Stone followed. <br /> <br />It was moved by W. M. Williams and seconded by John Beaty and <br />George Pughe that a resolution in memory of Judge Stone be drawn. <br /> <br />On vote being taken, the motion carried unanim~usly and was <br />declared adopted. <br /> <br />Mr. Bailey appointed a committee, consisting of Dan Hunter, Jeff Will <br />and Glenn Saunders, to draft the above mentioned resolution and instructed <br />the committee to prepare such a resolution, which will be incorporated in <br />the minutes of this meeting and a copy sent to Mrs. Stone. <br /> <br />Discussion of plans for an interim administrative set-up ensued. <br /> <br />Ross Brown of the Governor's office stated that he had discussed the <br />matter with Goyernor Thornton. The Governor, he stated, expressed regret. <br />that he was unable to attend this meeting and wants to assure the Board that <br />he would not want to appoint any individual without the complete cooperation <br />and understanding of the Board, but, at the same' time, he feels he should be <br />advised as to what action is taken here today before any final conclusion is <br />reached. So far as the directorship is concerned, he said, there are two <br />problems, one of which is the long~range problem involving the Civil Service <br />Commission. The Cominission, Mr. Brown explained, has certain qualifications <br />and requirements which have been set up for the position. He stated that the <br />Board probably should meet with the Civil Service Co~~ssion and discuss the <br />problems involved in selecting a permanent Director. The other prOblem, he <br />said, is an immediate one, that is, what action to take to appoint either an <br />Acting Director or a Director on a provisional basis, until the Commission <br />and Board could discuss the matter and work out the details for selecting a <br />Director on a permanent basis. He also stated that he felt that the Gover- <br />nor would approve of any temporary appointment the Board might make today <br />but that' it would be wise to consult the Goyernor before ta.king final action <br />on such an appointment. <br /> <br />I <br /> <br />Mr. Hinkley explained that up until the time John Metzger was Attorney <br />General the office of Director was not under Civil Service, but was carried <br />on under the terms of the Act creating the Board, which provided for appoint- <br />ment of. a Director by the Board. The position, he stated, is now under Civil <br />Service. <br />
