<br />87 <br /> <br />Discussion of the designation of Colorado representatives for the Upper <br />Colorado River Commission meeting on Noyember 15 and the National Reclamation <br />Association convention at Long Beach, California, ensued. <br /> <br />It was moyed by E. L. Dutcher and seconded by W. M. Williams <br />that the Board suggest to Governor Thornton that he consider the ap- <br />pointment of George J. Bailey to officially represent the State of <br />Colorado on the Upper Colorado Riyer Commission for the November 15th <br />meeting. <br /> <br />On vote being taken, the motion carried unanimously and was de- <br />clared adopted. <br /> <br />Mr. Jean Breitenstein told the Board that Mr. Neill of the Colorado Caucus <br />of the National Reclamation Association had designated him as Colorado Director <br />of the NRA until the caucus meeting was held at the convention in Long Beach, <br />California. <br /> <br />Referring to the Governor's Water Pollution Committee, Mr. Breitenstein <br />. explained that Judge Stone was the representative of the Board on that Com- <br />mittee and that someone should be designated to serve on the Committee in his <br />place. <br /> <br />It was moved by W. M. Williams and seconded by George A. Pughe <br />that the Board suggest to the Governor that Jean Breitenstein be ap- <br />pointed to serve on the Pollution Committee. <br /> <br />On vote being taken, the motion carried unanimously and was <br />declared adopted. <br /> <br />It was decided that copies of the Pollution Control Bill would be sent <br />to members of the Board. <br /> <br />Mr. Breitenstein explained to the Board that a Committee, of Which Judge <br />Stone was Chairman, had been set up for. the purpose of drafting underground <br />water legislation Which would be acceptable .to all sections of the State. He <br />stated that he did not think it would be possible to have such legislation <br />ready for submission to the next session of the Legislature. <br /> <br />Discussion of other committees on which Judge Stone served followed. <br /> <br />At this point, Ross Brown stated that he had talked to the Goyernor and <br />that the Governor had approved the appointment of R. M.
