Breitenstein be retained <br />as legal adyisor for the Colorado State Water Conservation <br />Board. <br /> <br />I am fully cognizant of the competent and efficient <br />manner in which Mr. Breitenstein has discharged his duties <br />as legal advisor for this Board in the past, and wish to <br />assure you that in the eyent the State Water Conservation <br />Board should desire to retain Mr. ~reitenstein as counsel, <br />I shall be very pleased to approve of his appointment. <br /> <br />Sincerely yours, <br /> <br />Lee Knous <br />Governor <br /> <br />The Governor addressed these remarks to the Board. "I consider this a <br />most cri tical period in the history of the Sta te, in the development of the :,'>. <br />State's water resources. I want you to know I consider this Board is competent <br />and able to take care of these water matters. The record of the last year or two <br />shows it. Compacts have been drawn, and we have reached a more stable position <br />on water matters". <br /> <br />I <br /> <br />Chairman Bailey thanked the Governor for his appearance and his volun- <br />tary remarl<s, and commented: "The Board is in favor of Mr. Breitenstein for Board <br />Attorney. We desire that the wishes of the Board be recognized, and that the co~- <br />tract receives the approyal of State officials". <br /> <br />Mr. Veeder resumed discussion of the adjudication suit. <br /> <br />Mr. John Barnard of Granby said he was particularly. concerned about the <br />meaning of certain sections of Senate Document 80. <br /> <br />William R. Kelly reviewed the circumstances and situation that pre- <br />vailed when Senate Document was drawn up. He said the Northern Colorado Water <br />Conservancy District is taking the position that if conflicts of interpretation <br />exist, it is desirable to reach settlements applying equally to both slopes. The <br />Director emphasized also that Senate Document 80 was set up for aiding develop- <br />ment of water resources of the State, on East and West slopes, and that it was not <br />intended to forfeit any of the State rights in the administration of water. <br /> <br />Returning to Item 3(b), Arkansas River ~om~ct, the. Director said the <br />Administrative organization is being set up, and committees are drafting by-laws <br />budget, and operational policies. He said effort will be made to have vompact gag- <br />ing stations financed by USGS. He reported that there is need for a definition of <br />the duties and responsibilities of the administration, as between the Administra- <br />tion itself and the State Engineer's office. Such a definition is in process of <br />preparation. <br />
