<br />148 <br /> <br />The Director said the Board has received the Amry Engineers' report on <br />the Craig ProJect, and that State comments will be prepared shortly, after anal- <br />ysis Qy staff engineers and consultation with Mr. Pughe and others of the area. <br />The comments of the State are due in October. <br /> <br />The Board adjourned at 5 o'clock, until 9:30 a.m., Saturday, September <br />17, 1949. <br /> <br />SATURDAY MORNING, September 17, 1?49 <br /> <br />I <br /> <br />The meeting was called to order at ;9:45 a.m. by Vice Chairman Bailey, <br /> <br />The Director reported on organization progress for the Upper Colorado <br />RiverGCommissibn, following the sine die meeting of the Commission which had nego- <br />tiated the Upper Colorado River Basin Compact. He said that Grand Junction, Colo- <br />rado, had been designated as official headquarters of the Upper Colorado River <br />CommiSSion, and that committees were at work on by-laws, budget and selection <br />of ~ a secretary. <br /> <br />Glenn Saunders, Denyer, made personal remarks to the Board, in which he <br />expressed highest commendation for' the services of Judge Stone, as one of the key <br />members of the Commission which drafted the Compact, and now as Colorado Commis- <br />sioner in the Administration. He said.he felt sincerely that the States would <br />not have succeeded in a Compact, except for the leadership of Judge Stone. <br /> <br />Item 10, Case of the United States vs. Northern Colorado Water Conser- <br />vancy District et al., was considered as a special order of business at 10:00 <br />o'clock. The Director introduced the subject by'reading the text of the resolu- <br />tion adopted by the Board at its April meeting, outlining the position of the <br />State of 'Colorado. He said that the State, although not a party to the suit, <br />was concerned because of the effect of Senate Document 80 effectuating State <br />'water policy on exportation projects and the interpretations of that document. <br />He also stated that any court decision on Senate Document 80 should be enforce- <br />able against the Federal agencies. <br /> <br />The Director introduced the Department of Justice personnal attending <br />the Board meeting: Robert E..Mulroney, William H.Veeder and C.V.Marmaduke, Jr. <br /> <br />Ralph Carr announced he, and other lawyers, would welcome opportunity <br />to state their arguments in court, but he questioned the procedure of talking <br />the case over publicly in advance. Mr. Saunders of the Denver Water Board ex- <br />plained his presence was not assent or consent to any developments of the dis- <br />cussion, but that he desired the benefit of whatever ini'ormation cleveloped. <br /> <br />Mr. Mulrooney announced the <br />be made to the Board by 11r. The newspaper article referred to the response made by <br />the Governor to a letter from Mr. Bannister. <br />
