147

I

In a statement on Colorado River problems (Item 4), Mr. Breitenstein
said the Colorado Water Conservation Board was previously on record to resist all
California efforts to promote litigation on Colorado River water matters. He said
Senator McCarran has recently introduced a new resolution in Congress, attempting
objectives similar to a bill defeated in the previous session of Congress. It has
been referred to the Judiciary Committee of the Senate, but no hearing is likely
during the present session of Congress. .

A bill S. 75 has been introduced in Congress to authorize construction
of the Central Arizona Project (4(b)), but California opposed it. California is
anxious to begin a court suit, but Arizona and the other States maintain there is
no justiciable issue involyed. Mr. Breitenstein said S. 75 was voted out favor-
ably by the Interior and Insular Affairs Committee of the Senate.

On Item 8, Mesa Verde Park water supply, the Director reported acute
need for adequate domestic water supply for the park, but said the Park budget has
no funds to provide surveys of facilities to carry water to the Park from the
Mancos Dam, a distance of about 25 miles and a climb of nearly 3;000 feet. He
said the Park superintendent has asked whatever assistance the State of Colorado
can give, in securing funds for that purpose.

It was moyed by Mr. Cr~ss and seconded by Mr. Hunter
that the Colorado Water Conservation Board give its support
and assistance to the request of the Park Service for Federal
funds sufficient to make a survey to determine the most feasible
method of providing an adequate domestic water supply to Mesa
Verde National Park.

On yote, the motion was declared unaniJnousl~ carried.

The South Platte Flood Control Project authorization (13(a)) is con-
tained in the omnibus authorization bill, the Director informed the Board. It has
been approved by the House, and seems likely to obtain Senate approyal.

The report of the Army Engineers, on the Pueblo flood situation
(13(b)), has recognized the inadequate flood protection in a portion of the City
of Pueblo, and a sum of $200,000 for a levee system is being included in the
Authorization Bill for flood control nmr before the Congress.

The Director reported the Dolores flood problem was taken up at a
recent hearing at Dolores held by the Army Engineers, which two members of the
Water Board staff and Mr. Hunter attended. The Army Engineers are studying the
data presented at the hearing.

I

A hearing on the Sand Creek floon situation is to be held in Denyer,
October 4, 1949. A Water Board staff member will attend.

.Following flood damage in the spring of 1949 on the South Platte in
Colorado, an appeal for emergency work funds was made to the Army Engineers, and
in about four days, a sum of $60,000 was made available for this purpose. The
Director commented that this was one of the quickest responses eYer achieved in
requests for funds.
