<br />1.46 <br /> <br />Mr. Lohman, of USGS, said that in anticipation of approyal of the <br />'I.alsenburg request, some preliminary work has been done in the area by Mr.Thad <br />IlcLaughlin, to launch the survey' which will provide data on (a) more water for <br />irrigation, (b) mine drainage problem, and (c) stock water supplies. <br /> <br />It was moyed by Mr. Beaty, and seconded by Mr.Pughe, <br />that the Colorado Water Conservation Board approve the Wal- <br />senburg area as the next area for underground water suryey in <br />the State, under the cooperative procram of the Board and the <br />USGS. On vote, the motion was declared carried. <br /> <br />I <br /> <br />On Item 7, San Luis Valley Project, Mr:Breitenstein reported that a <br />bill is being considered in Washington to exempt lands of the San Luis Project <br />from the excess land limitation provisions of the Federal Reclarration Law, as <br />was done for the Colorado-Big Thompson Project. The Millikin-Johnson bill, <br />S.1385, has been favorably reported by a subcommittee, and also endorsed by the <br />Interior and" Insular Affairs Committee of the United States Senate, and presently <br />is awaiting a place on the consent calendar of the Senate. . <br /> <br />Mr. Sweet summarized developments on the four divisions of the San <br />Luis Project as follows: Conejos--construction under way; Rio Grande division-- <br />report being prepared, probably ready January 1, 1952; Closed Basin division-- <br />work continuing; and Weminuche Pass division--inactive. <br /> <br />The Director reported that the Army Engineers and the Bureau of Recla- <br />. mation have agreed to a re-study of the flood control situation in the Rio Grande <br />basin in Colorado, to re-examine benefit values, and perhaps readjust the sched- <br />ule of reimbursable and non-reimbursable costs. <br /> <br />On Item 11, Narrows Reservoir, the Director reported that local in- <br />terests and the Water Board have raised questions as to its location, operations <br />and capacity, as well as to its effects on water rights involyed, with the result <br />that a further study of the project has been undertaken by the Bureau of Reclama- <br />tion. <br /> <br />Mr. Tipton explained that three suggested sites haye been reduced to <br />two, the Narrows and one called the Fort Morgan site. He said the review will <br />again compare the two sites, in yiew of the objection that the Narrows site would <br />entail flooding.of too much valuable land. He said a dam must be built somewhere <br />in the area for future use to arid irrigation and to control water brought to the <br />East Slope by transmountain diversion from the Colorado River. <br /> <br />The Director announced that the report on the Collbran Froject (No.12 <br />on the agenda) had net with some questions by the Department of the Interior, when <br />it was submitted to the Secretary's office. He said that a conference with the. <br />Secretary of the Interior, arranged by Congressman Aspinall and Senators Millikin <br />and Johnson, is scheduled to be held to discuss the matter. <br /> <br />Mr. Tipton said the Collbran Project is a multiple-use program, for <br />municipal water supply, electrical energy and irrigation. He said the objections <br />raised in the Department of Interior haye not been announced, but that .they may <br />involve a question of the municipal investment in the project. <br /> <br />I <br />
