<br />575 <br /> <br />The years which you have served as co~nsel to the <br />Board have been marked by earnest devotion to your duties <br />and brilliant advocacy of the best interests of the people <br />of the State of Colorado. <br /> <br />It is to be regretted that the public at large is <br />not more cognizant of the material contributions you have <br />made toward the welfare of the State and the protection of <br />its water resources. Your presentation of the position of <br />Colorado in connection with the current litigation between <br />California and Arizona was so sound and persu~sive that the <br />other Upper Basin states were content to have you speak for <br />them as well. The successful result of such advocacy will <br />save Colorado thousands of dollars and years of litigation. <br /> <br />However, this has been but one of your accomplish- <br />ments. It is not practical here to recite them all. Suffice <br />it to say that th~ Board is extremely grateful for them all. <br /> <br />In addition, your calm~ guidance and impartial <br />judgment, accompanied by a never-failing good humor, have <br />been a source of inspiration to us all. <br /> <br />In accepting your resignation, we do so with <br />sincerest congratulations on your appointment and all best <br />wishes for the future.' <br /> <br />.
