of the U.S.G.S. was called upon to answer questions.

"It seems to me we have two matters;
one is in adopting in principle this long
range program. Let's stick first to this
long range proposition. What is:your pleas-
ure concerning this?"

"I move that the program for the inves-
tigations of ground water in Colorado at an
estimated cost of $2,140,000,. said cost to
be jointly shared by the State of Colorado
and the Federal Government be approved, and
the Director consult with the appropriate
officials of the U.S.G.S. so that he can
report as soon as possible to the Governor,
the Legislature and the Board, ways and
means of expediting investigations so that
they may be completed as soon as possible."

"In adopting this motion, don't lose
sight of the fact that there is nothing
said about priorities."

"I think that certainly this matter
is important enough to assure that the
long range program will be concluded. I
think this Board is the one about which
the whole study should center'. This Board
should have someone drafting a program
that they feel is adequate and in the pro-
per language. The recommendations from
this Board should come to the Governor's
office and the Legislature and they could
approve of the long range program either
by resolution or in other ways." I think
the Legislature this time will appropriate
an adequate amount of money, giving the
Federal Government the assurance "it will
be a binding program." -
