and the attorney would not have full power
and authority to go as he pleases without
the cooperation and the understanding and
support of the Board. I don't know what
you are talking about and what the contents
of the contract are but I am just stating
that as a general principle the Board ought
to remain the boss and if the contract made
heretofore does not give this authority to
the Board then, I think, it should be changed
to do so."

MR. CRAWFORD:

"Mr. Chilson drew no mileage from the
Board when he was attorney. This is not in
the contract." "

GOVERNOR JOHNSON: '~here is the contract? Who has a copy
of it?"

MR. CRAWFORD:

"I have."

GOVERNOR JOHNSON: "Is it long? Does anybody want to hear
this contract? Then go right ahead and read
it."

Dean Crawford then r~ad the following contract:

'THIS AGREEMENT, made and entered into at Denver, State
of Colorado, this 19th day of June, A. D. 1956, by and
between the State of Colorado, for the use and benefit
of the Colorado Water Conservation Board, hereinafter
called first party, and Hatfield Chilson, of Loveland,
State of Colorado, hereinafter called second party.

WITNESSTH:

This contract shall coveT professional legal services
in water matters and shall be for a term beginning
June 21, 1956, and ending June 21, 1957.

This contract shall cover professional services to be
rendered by second party as special consulting attor-
ney to first party. Second party shall at all times
be deemed an independent contractor and may carryon
and continue the practice of his profession indepen-
dent of this contract, it not being within the contem-
plation of the parties to employ second party as a full
time employee of first party.

During the term of this agreement, second party agrees
as follows:
