If the Service <br />changes recovery criteria over the state's objection, or fails to set recovery goals. then the state <br />may choose not to exercise the options or transfer them to another entity. <br /> <br />The collaborative PMJM planning effort'for affected counties is nearing completion. We expect <br />five to seven county habitat protection plans to be completed within the next year. <br /> <br />Anticipated Long-te1m Costs: The long-term costs of the planning effort, ESA compliance, <br />primarily through the NEPA process, are also be necessary and will require continued funding <br />for recovery of the species but long term funding estimates cannot be determined as of yet. <br /> <br />Costs for all tasks related to tltis project Shilll not exceed $ 250,000 from tbe Native Species <br />Conservation Trust Fund. <br /> <br />. <br /> <br />Conservation of Aquatic Species <br /> <br />This program is directed primarily toward developing and implementing conservation plans and <br />agreements for aquatic species that are not currently listed as threatened of endangered under the <br />federal Endangered Species Act, but which may be listed if no action is taken. The species <br />benefiting include native fishes of the Arkansas and South Platte basins and native cutthroat trout of <br />all Colorado drainages. : <br /> <br />South Platte Native Species _. The purpose pf this project is to create and secure pond and <br />stream refuge habitat for state-listed and special concern native fish species of the South <br />Platte Ri ver basin, using opportunities from ground water storage water development and <br />voluntary landowner incentives. Many elements of the project are closely tied to the 1997 <br />Cooperative Agreement for Platte River Resllarch and Other Cooperative Efforts Relating to <br />Endangered Species Habitats Along the Cenjral Platte River. Nebraska, among the states of <br />Colorado.
