Adoption of Revised Model Floodplain Regulations

Introduction

Section 24-65.1-202(2)(a)(I), CRS 1973, as amended,
specifies that the Board shall adopt model floodplain regula-
tions. The model regulations now in effect were adopted by the
Board in 1975.

Draft revised model regulations, a copy of which was
provided to Board members at the April meeting, have been widely
circulated to interested parties for comment. As you will
recall, the Board instructed the staff to evaluate the comments
received, respond to certain questions from the Board, and
propose final revised model regulations for adoption at the June
meeting.

Discussion

All comments received from interested parties have been
carefully reviewed. The draft revised model floodplain regula-
tions have been altered in several respects in response to these
comments. In selected instances, the staff also discussed
several comments with those who had provided them.

As for questions from the Board, we were asked to compare
the final revised model regulations being proposed by the staff
with the model regulations of the Federal Emergency Management
Agency (FEMA) and with the Board's existing (1975) model regula-
tions. In response to these requests, please find attached two
brief papers which make the requested comparisons.
