We are <br />faced with these every time. l'1hen we submit <br />a report to Congress, before it gets to Con- <br />gress, the Bureau of the Budget and all the <br />other federal agencies review these reports <br />and have comments to make and questions to ask. <br />We try as quicl~ly as possible to resolve these <br />comments and these questions. So our present <br />prediction is that we could start in the spring <br />of calendar year 1967.
