SLIZESKI:

"Well, with respect to reconstruction of
the bridges. we operate under Public Law 99.
our emergency authority for restoring flood
damaged \vorks. These are public works. bridges.
sewage facilities. sanitary facilities, water
works, etc. ~mmediately after the flood. as
a matter of fact on the l7th of June, Colonel
St. Clair came to Denver and offered to Gover-
nor Love the services of the Corps in restora-
tion of bridges and sanitary facilities. You
probably lmo';l also that the Office of Emergency
Planning has authority under public Law 875 to
restore public works, and the Corps of Engi-
neers action report, under its Public Law 99
authority and under its authority granted
through OEP, in restoration of these works.

Now, getting bacJ, to specifics. my under-
standing is that the City of Denver and the
State of Colorado had told the Corps that they
had tied up all the contractor equipment in the
Denver area and that there was no need for Corps
activity in reconstruction of bridges. with
respect to reconstruction of sanitary and water
facilities, we are presently working closely
...lith the Office of Emergency Planning. ,'Ie
understand that we are going to be given the
job of reconstructing the waterworks at Castle
Rock. vie will be given some other reconstruc-
tion jobs on waterworks. other than that. the
U. S. Public ;.'.eal th Service will take care of
the emergency activities with regard to health
preservation and restoration of health standards.

~1e Corps did, during this emergency - the
post-flood emergency - have its people in Colo-
rado. We made the estimates of costs for the
Office of Emergency Planning of the damages to
public facilities and what is necessary to
reconstruct these facilities. Our people are
still wo~(ing here. Our engineers are still
working closely with the Office of Emergency
Planning in a more detailed estimate which. I
