MR. DAVID L.CRANDALL: The situation has been correctly described. If
we were to be provided with additional money for construction, it would
be a nominal beginning and it would be very late in this coming fiscal
year. Wayne tells me that he would do something with respect to reser-
voirs to start. But I do remind you all that I am here as an administra-
tion representative supporting the President's budget and that is our
reclamation position.

I

MR. SPARKS: We hear you, Dave.

MR. STAPLETON: Are there any other funds, such as you are talking about,
for Animas-La Plata in the works, Mr. Crandall? Are there any other
situations like the construction funds we are talking about, the $850,000
for the Animas-La Plata? Anything else in the works? Is it the only
one that you_ are aware of at this point?

MR. CRANDALL: I know of no other program that is being advanced locally
of this nature, Mr. Chairman.

MR.' SPARKS: Mr. Joe Hall, the regional director of the Lower'Missouri
Region area is here. Two of these projects are under Joe's jurisdiction,
the Narrows and the Fryingpan-Arkansas.

MR. STAPLETON: Do you have any COmment you would like to make?

MR. JOE D. HALL: No, Mr. Chairman, but it is a pleasure to be here
today.

MR. STAPLETON: - This is a very communicative group. If we don't have
more than this, we will have to adjourn and work on the program for the
next day -and a half, which might not be all that bad. It's something
I want to consider. Well, I suppose we have been over these projects
so much that we don't have a lot to discuss because we are familiar with
them. But what the staff is suggesting, along with Mr. Kroeger's pro-
posed amendment, we are talking about adopting or re-affirming Presi-
dent Ford's budget for fiscal year 1978. Is there anymore comment from
members of the Board? All right. Now, how about the audience? We came
over here trying to get some input between now and tomorrow morning.
Would anybody like to speak on this proposal to adopt President Ford's
budget? It seems to me everybody is loaded for bear tomorrow but not
very communicative this afternoon.

I

MR. JACKSON: Would -it be wise, Mr. Chairman, to call this something
else--I realize it was President Ford's budget request, but perhaps
there are some semantics such as, "the fiscal request" or, "a budget
request." Anything.

MR. SPARKS:
President in

We could call it
January of 1977.

the budget request submitted by the

-4-
