<br />I <br /> <br />I <br /> <br />opinion of the staff that we should support President Ford's budget for <br />fiscal year '78 as we have set forth in this memorandum. (See Appendix <br />A) <br /> <br />MR. STAPLETON: You have read" the material and most of us have gone over <br />these projects for a long time. I think maybe first of all we ought to <br />ask for any cOmments from members of the Board itself on President Ford's <br />budget and enforcement and approval of it. Then I think we have people <br />in the audience that might have some comments that should be added before <br />we corne to a decision on this matter. So I will first ask for any com- <br />ments or questions from members of the Board. <br /> <br />MR. KROEGER: Mr. Chairman, I have been advised that in the case of <br />Animas-La Plata that they do have capability by the Bureau of Reclama- <br />tion to use $850,000 of money for construction. This would be an addi- <br />tional request similar to the request that was made for the Dolores <br />Project last year. I think that we should include this in our request. <br />If we are in trouble, I don't think that it really matters whether we <br />have a little bit more trouble or not. But I do think we lose one year <br />if we don't add this and I would like to urge this Board to ask at this <br />time for the $850,000 of additional money for that project. <br /> <br />MR. STAPLETON: Where does this stand, Fred? Is that in any memorandum? <br /> <br />MR. KROEGER: The request? <br /> <br />MR. STAPLETON: Yes. <br /> <br />MR. KROEGER: I am not sure that I can properly answer that, but I <br />understand that the capability has cleared Washington on this. If I <br />made a mistake, will somebody stop me? I understand further that <br />Congressman Evans' office has been in touch on this and concurs that <br />this is the situation. <br /> <br />MR. SPARKS: $850,000 would be construction funds. <br /> <br />MR. KROEGER: Right. <br /> <br />MR. SPARKS: The definite plan report will be completed this fiscal <br />year or during the coming fiscal year in sufficient time, as I under- <br />stand it, that if construction funds were appropriated that some initial <br />construction phase could be initiated during the fiscal year '78. Mr. <br />Crandall is here, the regional director, and also the project manager <br />in the Durango office, Mr. Wayne Cook. Perhaps they have something to <br />add to that, if they are not frightened to speak out on the subject. <br /> <br />MR. STAPLETON: I am sure no one is gagged. I always like to hear Mr. <br />Grandall. Where would "the $850,000 be in the whole scheme of things? <br /> <br />-3- <br />
