JACKSON: In all seriousness, I think we ought to perhaps, in making <br />this motion, Mr. Chairman, we should indicate that these figures are not <br />'simply 'an 'acquiescence to somebody e-lse"s amounts of money but they have <br />been_ studied rather. extensively--you have a lot of detail on them-- <br />there is justification.' 'for every 'one of them- in the opinion of this <br />Board. I think we ought to push this thing out a little bit, which I <br />am sure you will, and try to add some points to it as far as what we are <br />saying here tOday. <br /> <br />MR. SPARKS: I might explain perhaps, Mr. Chairman, and members of the <br />Board, what would be the follow-up.to the acti~n that the. Board takes <br />here today. The Committees on Appropriation~ of the U~ited States <br />Congress, that is the House and Senate, will hear outside witnesses on <br />the public works program starting a week from this coming Monday. It <br />will be March 28th. A number of people in Colorado representing these <br />various projects have requested time to appear before the Appropriations <br />Committees to request funds for the ColoradO projects. <br /> <br />At the present time it is Governor Lamm's intention to be present at <br />those hearings and to present a request on behalf of. the State of Colo- <br />rado for the funds that were contained in' the original budget request <br />of January. We have advised the various co~servancy districts that the <br />Governor would be present in the hope that our people would yield their <br />time to the Governor. We don't think it's necessary to burden the <br />Appropriations' Committee with a lot of witnesses. We are confident that <br />the Appropriations Committee. will listen to the Governor's request. <br />For that reason we would like to condense our time to about 15 minutes <br />and let the Governor give the testimony for all of the projects. <br /> <br />The hearings before the Senate subcommittee will start at 10:00 a.m. in <br />the Senate Office Building on March 28th; the hearings:before the House <br />subcommittee on Appropriations wili"start at 2:00 p.m. on the same day. <br />The purpose of this Board's taking some action today is to request the <br />Governor that he support our recommendations to him as to what we think <br />the position of the State of Colorado should be before those Appropri~- <br />tion Committees. <br /> <br />MR. STAPLETON: Mr. Sparks, what re-examination has the <br />the budget request contained for the fiscal year 1978? <br />into it in depth? .
