<br />RECORD OF DECISION <br />ON AN APPLICATION FOR A <br />WEATHER MODIFICATION PERMIT <br /> <br />APPLICANT: <br /> <br />Jene Young, President <br />Grand Mesa Water Enhancement Authority <br />1339 Highway 65 <br />Eckert, Colorado 81418 <br /> <br />DATE OF APPLICATION: December 5,2000 <br /> <br />PROJECT: Commercial seeding operation of winter storm clouds with ground <br />based cloud nuclei generators to augment snow for the enhancement <br />of runoff for irrigation purposes. <br /> <br />TARGET AREA: The target area is the Grand Mesa generally above 8,000 feet <br />elevation and the West Elk Mountains southeast of the Grand Mesa <br />generally above 8,000 feet elevation. The proposed target area is <br />within an area approximately described as follows: beginning near <br />the Town ofPaonia at the NE comer ofT14S R92W 6PM, thence <br />west along the north boundary of T14S to the east boundary of <br />R98W, thence north along the east boundary ofR98W to the north <br />boundary ofT11 S, thence east along the north boundary ofT11 S to <br />the west boundary ofR95W, thence north along the west b,oundary <br />ofR95W to the north boundary ofT9S, thence east along the north <br />boundary ofT9S to the east boundary ofR89W, thence south along <br />the east boundary of R89W 6PM extended into the NMPM to the <br />north boundary of T49N NMPM, thence west along the north <br />boundary ofT49N NMPM to the east boundary ofR7WNMPM, <br />thence north along the east boundary ofR 7W NMPM extended into <br />the 6PM to the north boundary ofT14S 6PM and more or less to the <br />point of beginning. <br /> <br />DURATION: During the first year of operation, applicant has proposed to begin <br />operations on January 18,2001 and continue through March 31, <br />2001. <br /> <br />PERSONS IN CHARGE: The president of the Water Enhancement Authority is Jene Young <br />of Eckert, Colorado. The person in charge of managing the day-to- <br />day operations of the project is Peter Kasper of Crawford, Colorado. <br /> <br />PERMIT SOUGHT: An original permit pursuant to 936-20-112, CRS, for a time period <br />often years' duration pursuant to 936-20-114, CRS.
