<br />has continuously held a weather modification permit for the target <br />area since 1990, and operations have been conducted in the target <br />area intermittently since 1962. <br /> <br />ACTION TO BE TAKEN: The findings will be the basis for a decision to either grant the <br />permit, grant the permit subject to conditions, or deny the permit. <br /> <br />DELEGATION OF AUTHORITY <br /> <br />This application was acted upon by the Director of the Colorado Water Conservation Board <br />pursuant to the delegation of authority by the Executive Director of the Colorado Department of <br />Natural Resources since September 25,1987 and reaffirmed by Greg E.
